Personality of The Week: Abdou Kanfon Borno, Ndu Council Mayor.

Abdou Kanfon Borno

On Monday, October 26, English football striker, Harry Edward Kane, won the Ballon d’Or, marking a great moment for his country. This is after a 25-year wait after his fellow countryman; Michael James Owen, attained such global honour in 2001.

Monday’s win doesn’t mean Kane had not before now had great seasons. It simply situated that for this season, he attained the highest endorsements needed to clinch the Ballon d’Or.

It is a similar narrative for local development in Cameron since the December 24, 2019, law on Regional and Local Authorities, RLA.

Thus, in the last six years, municipal authorities heading councils are those voted within the context of the State’s desire to empower local collectivities more.

So today, most of the complaints of councils are not just about limited resources. A new worry is increasingly emerging, that of a seeming lack of capacity to handle what is sent to power development at the base.

Several projects have seen the light of day to give councils the required financial and technical muscles to match up to the development needs of the population.

One of such is the World Bank-funded Local Governance and Resilient Communities Project, PROLOG. It is a multibillion project for which several councils are yet to fit into its clear-cut benchmarks.

Yet, PROLOG released results of the performance of 122 councils nationwide anchored on its 2026 Performance Indicators.

The Ndu Council in Donga Mantung Division of the North West Region was ranked first with a score of 97/100. This makes it the best performing across the country. It is a historic trajectory for the development path of Ndu municipality and the leadership of Mayor Abdou Kanfon Borno.

Like the footballer Harry Edward Kane basking in the glory of the 2026 Ballon d’Or at 33, despite years of brilliance, Ndu municipality and Mayor Abdou Kanfon have a similar glory pattern.

First, the mayor it has been said since 2020, is the best local development choice the municipality has ever known since creation.

Secondly, Abdou Kanfon has known other achievements like the footballer Harry Kane but the rating of PROLOG released this week, puts him in the rare atmosphere of a man giving local development extraordinary meaning.

Kane got his highest endorsement in 2026 to win the Ballon d’Or. So too is the case with Mayor Abdou Kanfon Borno. After repeatedly appearing among names shortlisted by our readers for Personality of The Week for different development mileposts, the PROLOG ranking of performing councils has produced his extraordinary season.

As Kane is celebrating at his club, Bayern Munich, in Germany, the global honour of Ballon d’Or, Abdou Kanfon Borno is, by the standards of our global audience, the man who has clinched the local development d’Or in Cameroon.

On the strength of the PROLOG rating, our readers are more than unanimous that he is the Personality of The Week.

This makes him the 28th pick of readers of The Guardian Post, the leader of print media journalism in the Economic Community of Central African States, ECCAS, with an audience ever growing across the continents of the globe.

Weaved in the network of our audience, is an unending thumping for Mayor Abdou Kanfon Borno, whom they say is besides being a silent achiever, a shining local development bulwark, who is yet to say his best.

Our readers say, the performance indicators which PROLOG released to justify the first position of Ndu Council, show the extraordinary vision, patience, meticulousness and openness with which your Personality of The Week handles his job.

Our readers say they are more than marveled that Ndu Council picked the highest points on all indices to attain the Second-Level Allocation with a bonus of 357 million FCFA.

These included environmental and social management, timely budget orientation debate, setting up of neighbourhood and village development committees, staff training, publishing of council deliberation, citizen participation, investment budget execution, debt management, wage bill control, medium term budget and expenditure framework.

The Council is also at the top for having an up-to-date community development plan in addition to planning, programming, monitoring and budgeting that works.

That Mayor Kanfon Borno is handling Ndu Council to stay as a shining light on all assessed benchmarks amid the crisis in the English-speaking regions, admires say, makes him not just the best of this season but the mayor of the mandate ending nationwide.

He is the man who has put the development of Ndu municipality above his name. The all-embracing development and transformation of Ndu, is known more than the man behind the achievements.

For holding such a serene personality that puts community above individuals, admirers say, shows the golden heart Abdou Kanfon Borno has for the development of Ndu.

Your Personality of The Week is not an icon for the headlines or television screens. But the fame of the development of Ndu in the interiors of the North West Region has put his name in the spotlight of movers and shakers.

Even at that, others with comparative advantage over Abdou Kanfon Borno, it is being said and rightly so, are no match to his local development prowess.

This revered son of Donga Mantung Division and an avid admirer of the Head of State, Paul Biya, is a standout character.

Even with the avalanche of criticisms against the regime in place, Abdou Kanfon Borno is the one man demonstrating that anything is possible with the right vision.

A man of few but always penetrative words, Abdou Kanfon Borno’s development of Ndu is unreserved. He has been nicknamed the Father Christmas of local development in Cameroon.

He is the lone A+ municipal authority the country can boast of right now, based on the assessment indicators of PROLOG. He is a leader for the hard jobs.

From bailing Ndu out of the grip of marauding gun totting youths to rewriting its development history and putting the municipality in the league of the best managed Council, Abdou Kanfon Borno has been to the moon and back.

He is not just the maestro of local development, he is one man who long tested President Paul Biya’s community dialogue initiative and turned Ndu into an Eldorado and a land of limitless opportunities.

While others are still asking questions about local development, Kanfon Borno is answering them in Ndu municipality. He is the man with the grace to crack through difficult terrains and set the foundation of endless development.

Before his election Ndu only frequently featured in discussions for the cold associated with its climate. That has since changed and the PROLOG icing of this season is just yet another extraordinary milestone midwifed by an extraordinary developer, visionary and unparalleled patriot, Kanfon Borno.

He is not a hero of poetry but a hero of local development. Abdou Kanfon Borno is a champion of champions, a pathfinder of pathfinders, leader of leaders and a forerunner of forerunners.

While others pride in being born to lead, Abdou Kanfon Borno is beyond being born to lead, an untiring servant. When it comes to local development, your Personality of The Week is a hero hunter who never misses his targets.

Today, he is the man with the charisma, humility and silence of the work place with results that are leaving everyone in awe.

For millions of our readers, getting Kanfon Borno to feature on this column is not enough given the vastness of is achievements.

The Guardian Post readers are saying and rightly so that they judge the column credible and weighty enough to archive the irreplaceable achievements of Kanfon Borno.

He is being cited today as the legacy signpost of Cameroon’s new decentralization efforts. Kanfon knows he can’t help every resident of his municipality.

This justifies his power of unity in mobilizing the population to work as one because everyone can help someone. The people with Kanfon Borno as mayor are doing onders in Ndu municipality which has made belonging a critical spice of development.

The world is responding with clarity to your Personality of  The Week because he is clear about the kind of municipality Ndu municipality should be.

Before branching off into politics where he is shining, Abdou Kanfon Borno had served the country in different capacities. He is a tutor who taught extensively.

He also at one time served as Islamic Education Secretary for the North West Region. Kanfon Borno is also one of the pioneers of the Ministry of Public Contracts where he rose through the ranks even serving as Divisional Delegate.

Since February 2020 when he was overwhelmingly voted mayor of Ndu, the stories of his unrivalled transformational development continue to move mountains. He has in the last six years earned several decorations both for himself and the Ndu Council.

Abdou Kanfon Borno has enjoyed his climb to the top through constant action. He has mastered the essence of leadership and interpreted the future of Ndu municipality into the present with undeniable signposts.

The power and responsibility he has repeatedly demonstrated in firing himself to continue the transformation of Ndu has been marveling and revealing.
